As reported in July Snippets, the ACS Board has agreed in principle, subject to endorsement at the Annual General meeting, to amendments to the constitution which will create an Associate Membership category within the association. The change recognises the altering environment in which we are working and importantly acknowledges that other like minded organisations (government or private entities) are providers of aged care services. An associate member will receive all of the benefits of full membership without the right to vote a representative onto the ACS Board. Additionally associate membership will be restricted to no more than 25% of the total membership of the association at any given time.

On the 9th August 2007 Carolyn Smith, First Assistant Secretary, Office of Aged Care Quality and Compliance, wrote to all federally funded approved providers setting out information, designed to assist providers and aged care workers in better understanding the background and interpretations associated with the legislation, we as well as providing answers to some commonly asked questions. Mental Health and Alcohol & Other Drugs Services
TAFE SA will be conducting the Hope and Recovery Expo on Friday 5th October 2007 from 9.30am – 4pm at the Port Adelaide TAFE Campus. The expo will provide an opportunity for people to find out more about the Mental Health and Alcohol and Other Drugs service profession. A range of industry professionals will speak and you will have the opportunity to check out various services or programs. The Australian Bureau of Statistics staff will be conducting interviews with 17,000 Australian households over the next four months to gain insight into their mental health and wellbeing. The survey is part of the COAG National Action Plan on Mental Health and is the second survey to be conducted on mental health. Findings from the first survey formed the basis of the Australian Government's Better Outcomes in Mental Health program and beyondblue, the National Depression Initiative.
Palliative Care Research Grants for SA
Research into end of life and palliative care practices will be supported by two National Health and Medical Research Council (NHMRC) grants. Professor David Currow from Flinders University has received $213,800 to study the effects of breathlessness during end stages of life. He will also investigate which medications are best to overcome this physical distress for patients to make their end of life more comfortable. Mrs Penelope Roe, also from Flinders University , has received a training award scholarship for $77,390. Mrs Roe will investigate end of life care options in the community (at home) for people with dementia. She plans to develop a new model of care for people with dementia to allow them to stay home and be cared for by family carers, with appropriate support available.
HealthDirect Australia begins operation
As of 25th July 2007 people in the ACS, NT and WA can call a 24 hours a day, seven days a week call centre for health advice. HealthDirect Australia, once fully operational, will allow anyone anywhere in Australia to seek health advice from a registered nurse ensuring people have access to the health information they need, when they need it. Calls to existing centres within the ACT, NT and WA will be redirected to HealthDirect Australia . At present, South Australians calling Flinders Medical Centre or Noarlunga Hospital seeking health triage, information or advice are transferred to HealthDirect Australia . As the service in SA builds over the coming months, people will be able to directly call HealthDirect Australia for assistance. The national network will be rolled out across Australia in stages, with national coverage achieved within four years.

Tool Kit to encourage more diversity in Volunteering
The Australian Government has provided $197,000 to develop an online resource kit aimed at encouraging more Australians from diverse cultural backgrounds to participate in volunteering. The resource includes an online kit, a training manual for not for profit organisations and a research paper on the barriers people face including lack of recognition and options with whom to volunteer. The tool kit will assist organisations to recruit volunteers, increase cross cultural awareness and build relationships across community groups and their organisations.

National Workers Compensation Statistics Online
The Australian Safety and Compensation Council (ASCC) has launched a new National Online Statistics Interactive System (NOSI). The data available includes the number of workers compensation claims, incidence and frequency rates, average time lost from work and total compensation payments. The easy to use interactive on line system has been developed to provide nationally comparable indicators of OHS performance across key industries. A national website has recently been launched following the Community and Disability Services Ministers' Conference in Sydney in July 2007. The purpose of the website is to support networking and information sharing relating to challenges that are impacting on the attraction and retention of the community services workforce.
The website provides a forum for sharing resources and best practice for attracting and retaining staff. The website also hosts a discussion forum for the sector to share and exchange ideas on workforce management strategies. The Community Workforce Village website was initiated by the Queensland Department of Child Safety in October 2006 and developed by the Community and Disability Services Ministerial Advisory Council through its Structural Issues in the Workforce Sub-Committee. Azheimer's Australia has sought a commitment from the major parties for additional funding to promote dementia as National Health Priority beyond 2009. The National Consumer Committee of Alzheimer's Australia has identified the priorities that would most improve the everyday lives of people living with dementia. To help people with dementia stay at home longer, the Manifesto argues for more care packages at an intermediate or higher care level. Currently, high care packages represent only about 10% of the packages available, which means that many people with dementia are not able to stay at home as the condition progresses. New arrangements will provide eligible patients with up to $4,250 worth of Medicare-funded dental treatment over two consecutive years. In the 2007 Budget the Government provided an expansion of the existing dental items for people with chronic and complex conditions. The new provisions means that many patients who require complex treatment such as restorative dental work or dentures will now receive Medicare services as part of a single course of treatment rather than having to split or defer treatment across direct calendar years. These Medicare items will target people with chronic and complex conditions (such as diabetes, heart disease or cancer) where the person's oral health is having, or likely to have, an impact on his or her general health. To be eligible, a person needs to be under a GP Management Plan and Team Care Arrangements. Residents of aged care facilities can also have access to the dental items if they are managed by a GP under a multidisciplinary care plan. All patients will need to be referred to a dentist by a GP. The new Medicare dental items will commence on 1 st November 2007, subject to the passage of legislation.
The Satellite Phone Subsidy Scheme
The Satellite Phone Subsidy Scheme (the Scheme) is an Australian Government initiative to help people living or working in the most remote parts of Australia purchase satellite mobile phones. The following points summarise its features.
The Scheme provides support to people who live or work in areas beyond CDMA, 3G or GSM terrestrial mobile coverage.
The Scheme applies to terrestrial, maritime and aviation users who meet the eligibility criteria.
Eligible consumers include individuals, small businesses, community groups, not-for-profit organisations, Indigenous Corporations, volunteer emergency services and educational institutions.
There is a limit of one subsidy per person or a maximum of two subsidies per organisation or business. Indigenous Corporations that demonstrate a need to adequately service a number of remote communities may apply for more than two subsidies.
The Scheme provides eligible consumers a one-off subsidy of up to $1100 towards the purchase of a mobile satellite phone(conditions apply).
The subsidy is for the purchase of a satellite mobile phone through a registered dealer. The subsidy is paid to dealers, who deduct it from the retail price of the phone to consumers.
The application must be approved before the phone is purchased—the subsidy will not be paid for a satellite mobile phone purchased before the application for the subsidy is approved.
The subsidy is for the purchase of a satellite mobile phone and does not cover any ongoing bills, charges or the ongoing service of the service provider.
The Government enhanced the Scheme as part of the Connect Australia package and extended the closing date from June 2007 to June 2009. Click here to download the Application Guidelines.

Office of Aged Care Quality and Compliance (OACQC) Any concerns?
The Office of Aged Care Quality and Compliance commenced operations on 1 May with a very clear brief to investigate complaints about aged care facilities. In recent weeks the ACS office has received two verbal complaints from members about the way the investigation have been handled. We are also aware that concerns have been raised in other states.
ACS is very interested to hear about your experiences with investigating officers from the Office of Aged Care and Compliance and is keen to gather information addressing amongst other things:
Were you given notice of the visit and if so how much notice?
Were you informed of the nature of the complaint?
What was the attitude of the investigating officers?
How much staff time was required during the visit?
Have you received timely feedback on the outcome of the complaint and investigation?
The above listed questions are only intended to prompt you to consider the issues. Please feel free to add other information if you think it is appropriate. The purpose behind the request is to provide feedback to the OACQC. The ACS CEO will be liaising directly with the Manager (Helen Frazier) so comments need to be directed to Alan Graham. Discretion will be used when providing information to the office which will only be provided in a general context.
Healthy Eating and Diabetes A Guide For Aged Care Facilities
This is a new resource available for Aged Care Facilities and is designed to provide appropriate and practical dietary information for staff in aged care facilities in caring for residents with diabetes. New Aged Care Standards and Accreditation Agency Information Kit for Nursing Homes
The Aged Care Standards and Accreditation
Agency Ltd has sent a special information package to all aged care facilities
about its unannounced visits.
The package includes advice and tips, websites, a detailed explanation about
the Agency's approach to the use of the assessment modules, and pointers to
Agency education resources that can be used to help maintain and improve compliance
with the Accreditation Standards.
Also included in the package is a copy of the latest edition of the Results
and processes guide. This explains what assessors look for when conducting assessments,
to enable facilities to better prepare themselves for Agency calls.
The updated Results and processes guide and the Audit handbook are also available
on the Agency's website. The Assessment Modules have also been updated to a
more user-friendly layout while the content is unchanged.

ACSA has developed a tool to enable aged care providers to estimate the financial impact of the Australian Government's recently announced changes to the system of accommodation payments and charges in residential aged care, including the changes announced in the Budget on 8 May 2007. This tool is for members only and can be accessed from the ACS Members Only section of the website or by clicking here.
ACS will be conducting ACFI Information Session workshops in Adelaide (24th September 2007), Darwin (29th October) and Alice Springs (30th October). Click on the appropriate location to access a registration form.
The Way Forward - National Consumer Fees Framework
The feedback is being sought from the community care sector to inform the development of a National Fees Framework for community care programs. The aim is to create simple, transparent and nationally consistent ways of determining service fees across community care programs. The consultants have targeted service providers for feedback via a Request for Information (RFI) survey. Initial closing date for submissions was 24 th August. Following discussions with ACSA, the consultants have now advised they will accept submissions on fees (from both the targeted organisations and those who choose to take up the general invitation) up to 14th September. In addition providers can complete the survey form or provide a submission in any form (using the questions in the survey as a prompt for the issues that the consultants want feedback on).
ACS will be providing feedback on behalf of industry and will be participating in the national feedback process undertaken by ACSA.
ACS is seeking comments from members with regards to questions 17 to 34 of the RFI. The survey is unfortunately in PDF format and so cannot be completed electronically. ACS Quality Improvement Network
The ACS Quality Improvement Group (QIG) no longer exists as a formal ACS Committee. Former QIG members have suggested there is some merit in establishing a network with a quality focus. What do you think? A morning forum for ACS members providing community care services, is being held on Tuesday 2 October. If you are interested in quality improvement, come along at 9.15am and have your say. The session will start with updates from the Office for the Ageing and the Department of Health and Ageing. The rest of the morning will be utilised to discuss the future of an ACS Quality Network, it's purpose and priorities. All ACS members delivering community care services are invited to come along and share their experiences with providing quality services - what has worked well, what remains difficult. Indicators of Community Strength across SA Local Government Areas
This publication commissioned by the Department for Families and Communities contains the findings of a comprehensive study into community strength across the state. 8,000 people participated in the survey (300 in each of the 27 local government areas). The data suggests key differences that exist between local government areas, most notably between regional and metropolitan areas and areas of different socio-economic status. Draft Community Packaged Care Guidelines
The Department of Health and Ageing recently provided service providers with an electronic version (on a CD-ROM) of the Draft Community Packaged Care Guidelines. The draft Guidelines will remain in ‘draft' format until June 2008 and the Department has invited feedback on the draft Guidelines. ACS will provide feedback on behalf of members so please forward any comments to Peta Braendler by end of October 2007.
Mental Health - Support for Day to Day Living in the Community
The Support for Day to Day Living in the Community Program provides $46 million over five years to improve quality of life for individuals with severe and persistent mental illness by providing an additional 7,000 places in structured and socially based activity programs. The Australian Government has awarded 51 grants totalling more than $19 million to non-government organisations across Australia in the first phase of the Support for Day to Day Living in the Community initiative. Retirement Village options for older housing SA tenants
The Department for Families and Communities is seeking Requests for Information (RFI) from aged housing providers to offer innovative ideas to contribute to providing retirement living to older Housing SA tenants and are seeking partnering opportunities from aged housing providers who are interested in providing alternative housing options for older persons who wish to move from public housing into independent living accommodation.
The key objectives of the model are:
• Ensures the current and future rights and welfare of Housing SA tenants are maintained, and consistent with the status quo.
• Presents an attractive choice for a Housing SA tenant which is of equal or higher standard to current tenancy.
• Provides a financially sustainable model for aged housing providers, Housing SA and tenants.
• Utilises Commonwealth Rent Assistance.

Free Support and Advice for Understanding Australia's Workplace Relations System
Aged and Community Services SA&NT Inc (ACS) in conjunction with Aged & Community Services Australia, have secured extended funding for the Employer Advisor Programme from the Workplace Authority. ACS is receiving support for this project from Lynch Meyer, EMA Consulting and Oz Train to conduct the workshops and to provide mentoring and support.
The aim of this funding is to assist aged and community care providers in understanding the workplace relations system, how it relates to them and to clarify issues as they begin to prepare for the future. It will be used to ensure that aged and community care services receive direct one-on-one support, or training in a small group environment, in order to better understand the opportunities and flexibilities offered by Australia 's workplace relations system.
The training and support is being offered free-of-charge to ACS members.
Workshops will be provided to assist ACS members to understand the opportunities for all involved in negotiation and agreement making. They will also provide information about the requirements of the federal legislation.

Ideal for all staff, Board members, key personnel and new managers. Anglicare SA's “ Zero Tolerance – recognising and addressing the abuse and neglect of older people ” program assists individuals and agencies to meet their legal and moral obligations for notification of abuse of the elderly. The training program provides essential education in recognising and addressing the broader scope of elder abuse to ensure a preventative approach is adopted within all service delivery settings. The training also provides strategies to effectively deal with instances of elder abuse that may occur. The training program covers:
The attitudes and values participants have and the impact when considering whether behaviour is abusive;
The definitions and context for what constitutes abuse of the elderly;
The legislative context in Australia for reporting abuse and neglect including the responsibilities of individuals;
The importance of collaborative practices in responding to the abuse of the elderly.
The Training Package is presented as an interactive workshop, utilising case scenarios and applies the adult learning principles as well as having the “tick of approval” for its Learning, Literacy and Numeracy content.

26th National Conference Institute of Hospitality in HealthCare

The IHHC National Conference will be held in Melbourne (5-7 September) and is aimed at the Health and Aged Care sector. The Conference will be presenting a range of topics on new technology in hotel service areas; hence the Conference title ‘Too Technical for Me. ' Other subjects presented will include lifestyle management, and subjects that affect us all in the workplace. And equally important, this will be a great opportunity to network with prospective new clients.

The Australian Association of Gerontology (AAG) has announced it will hold its 2007 National Conference in Adelaide during November. To be held 21 - 23 November 2007 at the Adelaide Hilton Hotel, the Conference will focus on the theme ‘BeyOND 2007 Ageing: Evolution and Revolution.'
The Conference is the major annual activity of the Australian Association of Gerontology (AAG), which brings together professionals interested in promoting education and research into all aspects of ageing. The Association encourages cross disciplinary exchange of ideas amongst professionals including clinicians, therapists, social scientists, economists and demographers.
The AAG is now calling for abstracts for the Conference. If you are a professional working in ageing, whether you are developing policy, an active researcher, an educator, a service provider or a consumer and you have research, policy or practice information to share, then the AAG National Conference will provide a wide, diverse, well informed and well connected audience. The AAG program committee welcomes abstracts that are informative, relevant and contribute to the ageing research and education agenda.
Over the years James Bond has adapted and changed to suit the audience of the times. The 2007 Conference will follow through on this theme of adaptation highlighting that ageing can be viewed in much the same way as Bond. New technologies, innovative thinking, changing social structures, policies and community attitudes impact on the way we view and manage ageing today. The 2007 Conference will offer opportunities to showcase these evolutions and revolutions in ageing.
The 3-day Conference will include plenary, concurrent and poster presentations as well as a social program designed to maximise networking for attendees in the wine and festival capital of Australia

ACS SA&NT has entered into an agreement with Access OCAR Workplace Consulting to provide an EAP to members at a substantially reduced rate. (Payment is made on a quartlery basis)
An EAP is a confidential counselling service designed to offer an effective means of assisting employees with problems that may eventually affect job performance and personal well-being. Employees have access to qualified counsellors who are located outside of their workplace and are trained to help people identify and resolve their problems. It has been advised that the Unions are in favour of EAP in businesses and often quality and standards accreditation also favour EA programs.
Access OCAR Workplace Consulting will provide the services of the EAP to members who join this service.
