ACS and ACSA advised the Minister for Ageing on the implementation issues associated with the introduction of the Police Checks requirements in the aged care industry. Issues raised included:
Some of these have been addressed in the Government Guidelines while others, such as funding for the checks have not been.
ACSA Initiatives on Police Checks and Elder Abuse
ACSA has entered into an agreement with RISQ and The PRM Group to provide heavily discounted police record checks for ACSA members and their employees. Both RISQ and The PRM Group have many years of experience in providing employment screening and risk management services. Obtaining checks through RISQ and PRM has a number of advantages including the ability to lodge applications online as well as view the results online within 24 to 48 hours (unless further inquiries are required).
For every police check obtained through RISQ or The PRM Group, ACSA will receive a fee of $1.00. This fee will be used to meet associated administrative costs as well as to increase awareness and educate the aged and community care industry about the prevention of abuse of older people.

ACSA Policies and Procedures Resource Guide
ACSA has also produced a Policies and Procedures Resource Guide to assist providers to develop and/or update policies on Elder Abuse. It takes into account the Government Fact Sheet on Police Checks and the Police Certificate Guidelines for Aged Care Providers which has just been distributed by DoHA .

The Minister for Ageing, Senator Santo Santoro addressed the National Press Club in Canberra last week. Although he did not announce the Government's response to the 2003 Hogan Report as hoped by many, he delivered a wide-ranging address. He outlined some of his philosophical views, drawing on Thomas Aquinas and Pope Leo XIII. He contrasted ‘Christianity with its focus on the dignity of the individual' with ‘socialism with its insistence on subsuming the individual within the collective and promoting conformity over reason'.
On aged and community care matters Minister Santoro spoke about measures to combat abuse of older people and a range of other Government initiatives, and then moved on to the financial issues affecting aged care.
Focusing on the need to improve financial incentives for providers to invest in ‘high care residential care', he ruled out the introduction of accommodation bonds into high care but promised a ‘major package of measures early in the New Year' to address this issue.
Responding to Minister Santoro's address, ACSA CEO Greg Mundy welcomed the recognition of the need for new policy in relation to user charging and said that despite the Government taking one of the options off the table, it should still be possible to solve this problem which has taxed the ingenuity of the Government and patience and financial viability of the aged care sector since 1997 when it was last considered by the Government.

The Productivity Commission is undertaking a study to research trends in the demand for, and supply of, aged care services and to explore their implications. The study will explore the implications of emerging trends for the future structure and mix of aged care services; examine the implications of changes in the structure of services for the future aged care workforce; and identify recent innovations in aged care services in a selection of overseas countries that may have relevance for Australia . However the study will not address wider regulatory or funding matters, and as a research project it will not make any recommendations. Members are reminded that they need to notify the Department of Health and Ageing within 28 days of a change to Key Personnel occurring. Please note that Key Personnel may include persons employed by an organisation that delivers care services on your behalf, i.e. a management company. For the purposes of section 9-1(2) of the Act, Key Personnel are defined as "a member of the group of people who are responsible for the executive decisions of the Approved Provider", for example:
Directors and Board Members;
any other person who is concerned in, or takes part in, the management of the Approved Provider;
any person who is responsible for the overall nursing services provided by the aged care service, for example a Director of Nursing; and

The Australian Safety & Compensation Council has released the draft National Code of Practice for Labelling Workplace Hazardous Chemicals and the draft National Code of Practice for the Preparation of Safety Data Sheets for public comment until 1 March 2007. The new National Code of Practice for the Labelling of Workplace Hazardous Chemicals proposes a system based on the United Nations' Globally Harmonised System of Classification and Labelling of Chemicals (GHS). The draft Safety Data Sheets further aligns the Australian Safety Data Sheet requirements with the GHS. Click here for further details.

Some of our members have raised with us a concern that in the changeover to the new service providers and agency management structure, a number of aspects around the service support to members' residents might be directly, or inadvertently reduced, particularly with respect to Advanced Care in Residential Living. This was discussed briefly at a recent Board Meeting. We encourage each member that believes this to be the case (from their own experience) to raise their concerns directly with the Metro Home Link service provider and/or the relevant area health service representative in charge of managing the new contractual arrangements. Our Board believes it is important that members seek to resolve any concerns they have directly, as quickly as possible, for the benefit of their residents.
The Minister for Immigration and Multicultural Affairs, Amanda Vanstone congratulated South Australians for welcoming more than 9,000 migrants to our state in 2005-2006. There is a requirement for all retirement villages to be registered by 30 April 2007. Registration of retirement villages will allow any interested party to ascertain whether a particular accommodation scheme for retirees is covered by the Retirement Villages Act 1987 and will enable the Department for Families and Communities to more easily collect data for trend analysis and communicate with administering authorities.

The ACS RVA Retirement Villages Forum will be held on Thursday 3 rd May at Morphettville Junction.
On 11 January 2007 the responsibility for Metropolitan Domiciliary Care transferred from the Department of Health to the Department for Families and Communities. The move is part of the health reform process and aims to create a seamless service for consumers while overcoming any overlaps. The service will be re-named Domiciliary Care SA from 1 July 2007.
It is anticipated that country domiciliary care services will also be transferred after further consultation with Country Health SA.

Members are advised that Tax Laws Amendment (2006 Measures No. 7) Bill 2006 was tabled in Parliament on 7 December 2006.
The Bill proposes to amend the tax law:
To remove the gift fund requirement for certain deductible gift recipients
(DGRs)
To include improved integrity arrangements for DGRs listed by name in the tax law, and
To require DGRs to maintain records relevant to their status as a DGR.
The measures commence from the date of Royal Assent of the legislation.
These amendments also clarify the current requirements for all DGRs to maintain adequate accounting records so that donations of money or property can be identified separately from other receipts and their uses can be tracked. Tax deductible donations continue to be used solely for the principal purpose for which the organisation was granted DGR status.
In the 2006 Federal Budget the Australian Government committed $19.4 million over four years to the Community Aged Care- Viability supplement in Rural and Remote Areas. This new viability supplement will be paid to providers of Community Aged Care Programs (CACP), Extended Aged Care at Home (EACH) and EACH Dementia (EACHD) programs, the Multi Purpose Services (MPS) and Aboriginal and Torres Strait Islander (ATSI) Flexible Care programs in rural and remote areas of Australia . It recognises the higher costs associated with attracting and retaining staff and other resource implications faced in providing community care services in rural and remote areas. With an increasing elderly population and a culture that encourages care in the community, infection control can no longer be considered solely a hospital or residential care issue.
Older people living at home often have a combination of increasing age, complicated invasive procedures or have invasive devices such as catheters or intravascular therapy. Older people may also have other co-existing chronic illnesses such as diabetes or heart disease and can be immuno-compromised, increasing their risk of acquiring an infection.
Clearly the importance of infection control in the community is increasing. However, Infection Control in community settings presents many challenges for care workers and community care organisations.
This program will explore the infection risks and challenges in community settings and look at some practical ways of applying infection control principles in out of hospital settings. There will also be an opportunity to explore some common infections that can occur in community settings and practical solutions will be explored using a scenario and workshop format.

It's fascinating to consider that early last century managers were asking their workers to leave their brains at the door, it was “hands” that were wanted; early this century managers were encouraging their people to leave their bodies at home - it is their brains that are wanted.
People understand the "firing" line for a particular job. That is, they know what is the minimum amount of work they need to do to avoid being fired, or at least avoid being in serious trouble.
Most managers know how to get a level of work out of their people that is just above the firing line.
Unfortunately, this level of work is way below staff potential. Workers generally could, and would, produce a great deal more if they were really motivated.
The problem that confronts many managers today is how to tap into that wasted potential.
This session looks at factors that support motivation and those that de-motivate. We will also explore ways managers can use to release the productive energy of staff. Participants will have the opportunity to work on actual problems around motivation of their particular staff.
In addition, we will cover a range of practical tips that managers can use to build a productive culture in their work place.
