The ACS Board Executive has now assessed the applications received for the five new advisory committees and notification will be forwarded during the week beginning Monday 18 June. It was very pleasing to see the level of interest shown by people, and given that in two cases the number of applications received exceeded the places available, difficult decisions had to be made. The fact that we received so many applications indicates to me the level of support for, and interest in, the work of the Association.
Prompted by the need to provide industry leadership ACS has embarked upon an initiative to improve awareness and understanding within the sector about abuse and neglect of older people. With the support of Anglicare we have commenced a statewide program - Zero Tolerance – recognising & addressing the abuse and neglect of older people. The program deliberately addresses the broader issues relating to elder abuse and I believe makes a strong statement about the ‘values' within the sector – not only are we meeting our legal obligations imposed by legislation but we are taking responsibility for informing our employees about other forms of neglect and abuse. Information about forthcoming training days has already been circulated but if you missed it please contact the office.
The recent state budget, while not providing any ‘goodies' for the sector, had at its core a very important development – dramatic changes to the health sector. Again, recognising the importance of this to the sector, the Association will be entering into a dialogue with government in order to gain more detail and to make sure that the needs of our elderly are fully appreciated. As a starting point we will be looking to invite the Minister for Health or the Chief Executive to articulate what the changes mean to the sector. By the way we have already been assured of a ‘seat at the table' when the Aged Health Plan is developed by the department
Free Workplace Agreement Making Workshops

AIHW Report Australian Hospital Statistics 2005-06 - Australian Hospital Statistics 2005-06 provides detailed information on hospital care and hospitals in 2005-06. Included are statistics on admissions to public and private hospitals in 2005-06, covering the age and sex of patients, diagnoses, procedures, lengths of stay and waiting times for elective surgery. The publication presents statistics on emergency department presentations to selected public hospitals in 2005-06 covering the age and sex of patients, triage categories, waiting times and duration of care. Also included are statistics on outpatient clinic activity in selected public hospitals in 2005-06. The statistics presented on hospitals include hospital expenditure, revenue and bed numbers, and a range of hospital performance indicators reported using the National Health Performance Framework. AIHW Report on Demand for Disability Services - AIHW has released a new report Current and future demand for specialist disability services that reports on how much demand there is for accommodation and respite services, community access services and employment services, what factors affect demand, and how levels of demand are expected to change over coming years. Burden of Disease and Injury on Australia 2003 - 'The burden of disease and injury in Australia 2003' provides a comprehensive assessment of the health status of Australians. The report measures mortality, disability, impairment, illness and injury arising from 176 diseases, injuries and risk factors using a common metric, the disability-adjusted life year or DALY, and methods developed by the Global Burden of Disease Study. Burden of disease analysis gives a unique perspective on health. Fatal and non-fatal outcomes are integrated, but can be examined separately as well. This report provides detailed estimates of the burden of mortality and disability for each disease and injury category by sex and age. It also assesses the burden attributable to each of 10 major risk factors, and inequalities in the disease burden associated with socioeconomic disadvantage. Click here to access the report.
Donortec – bringing technology donations to non profits

DonorTec aims to assist charities and non profit organisations with Income Tax Exempt status by channelling software and hardware donations to them from Microsoft and Cisco for a small administration fee. The DonorTec program is delivered in Australia by CommunIT, a Community Information Strategies Australia (CISA) project in partnership with TechSoup in the US . Both CISA and Compumentor/TechSoup are nonprofit organisations.

Minister's Awards for Excellence
ACS strongly encourages members to nominate for the Minister's Awards for Excellence. Volunteer Small Equipment Grants (VSEG)
VSEG provides funding of up to $3,000 (GST inclusive) to help not for profit community organisations buy small equipment items to support volunteers whose work contributes to developing stronger families and communities. VSEG funding is for portable, tangible small equipment items that will directly help organisations' volunteers by making their work safer, easier and/or more enjoyable. ATO mail out to endorsed charities
Over the next two weeks, the Tax Office is writing to all organisations that are endorsed as tax concession charities. The letter reminds each organisation they must advise the Tax Office in writing if they are no longer entitled to endorsement. To work out if they are still entitled, endorsed charities need to carry out regular self-reviews of their status and may use:
Each year the Tax Office reviews a number of endorsed organisations to check whether they are still entitled to endorsement. Where organisations ignore their obligations or misuse concessions, penalties may apply.
The letter reminds charities of the importance of updating their authorised contact details with the Tax Office when necessary. The letter also provides information on products and services to assist non-profit organisations and how to access them.
Builders, designers and architects who have produced the best ‘age-friendly' housing are to be recognised as part of the Master Builders Australia 2007 National Lifestyle Housing for Seniors Award. Nominations for the award, which is sponsored by the Department of Health and Ageing, close on 24 August. Winners will be announced on Saturday 10 November at the 2007 National Building and Construction Awards in the Gold Coast.
The SA Carers Recognition Act, which includes the Carers Charter, came into effect 1 December 2005. As a result of the legislation, SA Government Departments and the organisations they fund are required to have awareness of the Carers Charter and their practices must reflect the principles contained within the Carers Charter. The legislation also requires that organisations which provide services to Carers, or the people they care for, must consult Carers in developing or providing services. SA Government Departments will be required to report their compliance as part of their annual report.
The Office for Carers, established in October 2006, is developing a Training Program to provide information to Home and Community Care (HACC) agencies about ways of incorporating the principles of the Carers Charter into the delivery of relevant services to Carers and the people they care for.
A recently appointed Training Coordinator has been recruited to the Office for Carers for a twelve month period to design, develop and deliver the training to HACC agencies. The Training Program will also highlight and clarify the requirements of HACC agencies to provide information to the Department for Families and Communities, as described in the Carers Recognition Act 2005.

New Aged Care Standards and Accreditation Agency Information Kit for Nursing Homes
The Aged Care Standards and Accreditation
Agency Ltd has sent a special information package to all aged care facilities
about its unannounced visits.
The package includes advice and tips, websites, a detailed explanation about
the Agency's approach to the use of the assessment modules, and pointers to
Agency education resources that can be used to help maintain and improve compliance
with the Accreditation Standards.
Also included in the package is a copy of the latest edition of the Results
and processes guide. This explains what assessors look for when conducting assessments,
to enable facilities to better prepare themselves for Agency calls.
The updated Results and processes guide and the Audit handbook are also available
on the Agency's website. The Assessment Modules have also been updated to a
more user-friendly layout while the content is unchanged.

Liquidity Management Statements
Chapter 4, Part IV of the User Guide to the Regulation of Approved Providers holding Accommodation Bonds states that;
Providers are required to:
Ensure that the LMS remains up-to-date and complies with the requirements of the Liquidity Standard; and
Modify or replace the LMS if the provider becomes aware that the LMS no longer complies with the requirements of the Liquidity Standard.
It further states
At a minimum, providers should review the LMS annually. This review should include an assessment of whether the factors used to determine the level of liquidity remain appropriate for the provider. For example, providers should consider:
Whether changes in service(s) they operate or the profile of their residents require variations to the factors included in the LMS;
Whether parameters or assumptions such as the size of bonds received from new residents should be adjusted; and
Whether to include events in the LMS that would trigger a review outside of an annual cycle. The events that providers could include as triggers would be those that may increase the risk that they would not have sufficient liquidity to meet bond balance refunds over the coming 12 months.

ACSA has developed a tool to enable aged care providers to estimate the financial impact of the Australian Government's recently announced changes to the system of accommodation payments and charges in residential aged care, including the changes announced in the Budget on 8 May 2007. This tool is for members only and can be accessed from the ACS Members Only section of the website or by clicking here.
The indicative funding levels for ACFI have been released by the Department of Health & Ageing along with the ratings and the draft business rules. The amendments to the Aged Care Act 1997 have been tabled in Parliament and have been reviewed by the Senate Standing Committee on Community Affairs which supports the measures being introduced, but has made four recommendations including a recommendation that a review of the ACFI be undertaken 18 months after implementation to assess the implications to all aged care providers and ensure that stated benefits are achieved.
The indicative rates can be used to give a rough estimation of future income for new residents and assist in the budgeting process, but members need to be cautious on how they use the rates as they have not been indexed for 2008-09 and no one has yet received formal training on the use of the tool.

Note that the indicative payment levels will be indexed on 1 July 2007. The maximum rate payable under the ACFI will increase to exceed the maximum daily rate under the RCS (as indexed) by:
$10 from 20 March 2008 to 30 June 2009;
$20 from 01 July 2009 to 30 June 2010; and
$30 from 01 July 2010 to 30 June 2011.

Legislative Changes to Aged Care Principles
DoHA has released amendments to the Records and Accountability Principles. The amendments support the mandatory reporting requirements for alleged or suspected assault on residents. The amended versions are available through the Department's web site. The ‘Investigation Principles' supporting the new complaints resolution scheme introduced by the Aged Care Amendment (Security and Protection) Bill 2007 are also now available. A copy of the new principles can be obtained via the DOHA website, then scrolling down the page to the hyperlink for the Investigation Principles document.
Administration of CACP Program – ANAO Performance Audit Report
Australian National Audit Office (ANAO) conducted a performance audit of the administration of the CACP Program to provide assurance to Parliament that the Department of Health and Ageing (DOHA) was fulfilling its responsibilities in administering the CACPs Program. The audit objective was to assess the effectiveness of DoHA 's management of CACPs in fulfilling the legislated objectives of the program.

National Workforce Census to include HACC
The Department of Health and Ageing have commissioned National Institute of Labour Studies (NILS) based at Flinders University , to conduct a survey and census on the national aged care workforce. This will now include care workers in residential care, Commonwealth community care programs and key HACC services. Ageing of the population and, by implication, care of that population, are crucial issues facing Australia in the first part of the 21st Century. To assist industry and governments to manage the transition to higher levels of demand for both residential and community aged care it is vital that they have a sound and up to date understanding of the aged care workforce: Who does it include? How are they distributed across the sector? What motivates people to work in aged care and how satisfying do they find the work? What career and training paths did people follow to enter the aged care workforce? NILS will provide answers to questions such as these which will provide the information necessary for effective current and future workforce planning, and ensure that the aged care sector can meet the needs and choices of older Australians now and into the future.
A new agreement to continue management of the HACC program has been signed by the Australian Government and the states and territories. The new agreement will enable improved, longer-term planning in the HACC program and all governments will move to three-year planning cycles. The new agreement will enable a more collaborative approach to decision-making and implementation of improvements in the program.
Palliative Care – National Community Education Initiative
Palliative Care Australia (PCA) launched a new National Community Education Initiative which will inform more Australians about what to say and do about death, dying and loss in the community and to encourage every Australian to ‘make a difference.' The National Palliative Care Program has four priority areas: support for patients, families and carers in the community; increased access to palliative care medicines in the community; education, training and support for the workforce; and research and quality improvement for palliative care services. As part of the initiative this year there will be special emphasis on collaboration with Indigenous stakeholders and culturally and linguistically diverse (CALD) communities:

Patient Assisted Travel Schemes (PATS) – Senate Committee Inquiry
ACSA has provided a submission to the Senate Committee Inquiry into the operation and effectiveness of PATS. The submission supports the work previously undertaken by the National Rural Health Alliance, provides general commentary on the specific PATS issues of relevance to aged care and offers a number of recommendations for the effective operation of PATS for older people. The Way Forward – National Financial Reporting Framework
In order to streamline and simplify reporting, the National Financial Reporting Framework Project aims to identify common principles of financial reporting and reporting terminology and develop these into an overarching framework. This framework will provide consistency for service providers when reporting financial information across community care programs including the HACC Program. Resolution Consulting Services has been engaged to develop the Framework. The project work is expected to be carried out in 2 phases with an option of a third phase if required.
Phase One includes a mapping exercise that aims to identify elements that apply to all community care service providers of current financial reporting requirements for the following:
An analysis and evaluation of the findings will lead to a range of recommendations and options for a National Financial Reporting Framework.

The mapping exercise report is expected in mid-May and a draft National Financial Reporting Framework is due to be presented for consideration by the Planning and Accountability Working Group in late July 2007.

Ideal for all staff, Board members, key personnel and new managers. Anglicare SA's “ Zero Tolerance – recognising and addressing the abuse and neglect of older people ” program assists individuals and agencies to meet their legal and moral obligations for notification of abuse of the elderly. The training program provides essential education in recognising and addressing the broader scope of elder abuse to ensure a preventative approach is adopted within all service delivery settings. The training also provides strategies to effectively deal with instances of elder abuse that may occur. The training program covers:

Inaugural National IT in Aged Care Conference (July 23-25 2007) – Call for Papers
The Information Technology in Aged Care conference, organized by the national Aged Care Industry Council, is being held at Melbourne Park Function Centre, Melbourne from 23-25 July 2007. This conference aims to provide something for the basic user through to the broader business and strategic issues facing an industry grappling with the uptake of technology. The Australian Association of Gerontology (AAG) has announced it will hold its 2007 National Conference in Adelaide during November. To be held 21 - 23 November 2007 at the Adelaide Hilton Hotel, the Conference will focus on the theme ‘BeyOND 2007 Ageing: Evolution and Revolution.'
The Conference is the major annual activity of the Australian Association of Gerontology (AAG), which brings together professionals interested in promoting education and research into all aspects of ageing. The Association encourages cross disciplinary exchange of ideas amongst professionals including clinicians, therapists, social scientists, economists and demographers.
The AAG is now calling for abstracts for the Conference. If you are a professional working in ageing, whether you are developing policy, an active researcher, an educator, a service provider or a consumer and you have research, policy or practice information to share, then the AAG National Conference will provide a wide, diverse, well informed and well connected audience. The AAG program committee welcomes abstracts that are informative, relevant and contribute to the ageing research and education agenda.
Over the years James Bond has adapted and changed to suit the audience of the times. The 2007 Conference will follow through on this theme of adaptation highlighting that ageing can be viewed in much the same way as Bond. New technologies, innovative thinking, changing social structures, policies and community attitudes impact on the way we view and manage ageing today. The 2007 Conference will offer opportunities to showcase these evolutions and revolutions in ageing.
The 3-day Conference will include plenary, concurrent and poster presentations as well as a social program designed to maximise networking for attendees in the wine and festival capital of Australia

Do you have an Employee Assistance Program?
As part of our ongoing commitment to strengthen services and opportunities for Members, ACS SA&NT is pleased to be able to provide members with access to an Employee Assistance Program (EAP). ACS SA&NT has entered into an agreement with Access OCAR Workplace Consulting to provide an EAP to members at a substantially reduced rate. (Payment is made on a quartlery basis)
An EAP is a confidential counselling service designed to offer an effective means of assisting employees with problems that may eventually affect job performance and personal well-being. Employees have access to qualified counsellors who are located outside of their workplace and are trained to help people identify and resolve their problems. It has been advised that the Unions are in favour of EAP in businesses and often quality and standards accreditation also favour EA programs.
Access OCAR Workplace Consulting will provide the services of the EAP to members who join this service.
