Aged care facilities can claim under Energy Efficient Homes Package

ACS has recently confirmed that aged care facilities are eligible for rebates under the Australian Government’s Energy Efficient Homes Package.  Owners or renters of independent living units (such as those in retirement homes) can claim under one of the following Programs:

Homeowner Insulation Program – ceiling insulation worth up to $1,600 to owner-occupiers.

Low Emission Assistance Plan for Renters – up to $1,000 per home to help people install ceiling insulation in existing rental properties.

Solar Hot Water Rebate Program – rebate of $1,600 to help eligible home-owners, landlords or tenants replace their electric storage hot water systems with solar or heat pump hot water systems

National greenhouse and energy reporting: How does it affect aged care services?

The Department of Climate Change recently sent out reminders regarding the implementation of The National Greenhouse and Energy Reporting (NGER) Act and Regulations 2007.  Some members may have received letters advising the need to register and begin reporting greenhouse gas emissions and energy production and consumption.

The NGER Act has set thresholds that necessitate a corporation to register and report data.  The thresholds are:

  • Corporations with an operational control of a facility that emits 25 kilotonnes or more of greenhouse gases (CO2 equivalent), or produces or consumes 100 terajoules or more of energy; OR
  • Corporate groups that emit 125 kilotonnes or more greenhouse gases (CO2 equivalent), or produce or consume 500 terajoules or more of energy.

If your organisation has multiple facilities, you need to take into consideration the total sum of greenhouse gas emissions and energy production and consumption for all the sites under your operational control.  A corporate group has operational control of a facility if it has the authority to introduce and implement any or all operating, health and safety and environmental policies for the facility.

A rough estimation of the dollar value estimates of the threshold was presented by Professor Barry Brook1 of the Research Institute for Climate Change and Sustainability at the University of Adelaide. The aggregate corporate group threshold of 500 terajoules of energy use is equivalent of energy bills in the order of:

  • $1.5 million for gas use;
  • $ 5 million for electricity;
  • $11 million for diesel fuel; or
  • $13 million for unleaded fuel prices (depending on current prices).

Professor Brook also indicated that a 100,000 m2 office building would use between 50 and 85 terajoules of energy per year.

If you have any doubts about whether you have to report ACS recommends that you use the online calculator on the Department of Climate Change website.  This tool will assist in determining if your corporation is likely to meet or exceed thresholds. Data from July 2008 are to be considered for the first reporting year. 

If your corporation has met or exceeded the threshold, the last day to register is 31 August 2009

ACS Committee Nominations

ACS is now seeking nominations from interested individuals who are keen to contribute to the committee structure by providing their knowledge, skills and expertise to one of the five committees:

  • Workforce
  • Finance
  • Residential Care
  • Community Care
  • Housing

Committee members will be selected based on their knowledge, expertise and skills relevant to the particular committee, rather than as a representative of a particular organisation. Individuals nominating for committee positions must be an employee of an organisation which is a member of ACS SA & NT.

Appointments to the committees will commence on 1 July 2009 and will generally be for a three-year term, with the exception of committees that have additional vacancies replacing members who have resigned mid-term.

The Terms of Reference should be read in conjunction with the Explanatory Memorandum, which provides general information relevant to all Committees.  These documents are available on the ACS website.

The Nomination Process

Nominations must be submitted by close of business Thursday 4 June 2009. Nomination Forms and supporting information are available on the ACS website.  Please forward your completed nomination to Aged & Community Services SA & NT Inc, 246 Glen Osmond Road, Fullarton 5063 or email.

To assess the best candidates for the committees we are asking interested parties to make statements against selection criteria on the nomination form. It is not our intention to make this an onerous exercise but we need you to take a little time demonstrating your credentials so that we can give due consideration to your nomination. Please feel free to attach additional information to the application if you consider it enhances your nomination.

Updated ACS Pandemic Influenza Business Continuity Plan and information session

ACS recently updated its Pandemic Influenza Business Continuity Plan, which now includes information about H1N1 Influenza (swine flu) and additional resources for aged care providers.

An information session for 40 interested members was held today to re-introduce the Plan. Representatives from Helping Hand Aged Care and Murray Mallee Aged Care also provided an overview of their Business Continuity Plans: what they mean for them and their clients.

ACSA State and National Awards

These Awards promote and recognise excellence in a range of areas that contribute to the quality of life of older people, people with disabilities and/or their carers. They also acknowledge efforts to increase public confidence and community involvement in aged and community services.

  • All State Award winners will be nominated for the National Awards in their relevant categories.

ACS SA&NT staff profile: Ann-Marie Hudson

This year in Snippets we will profile one ACS staff member each month to provide members with a better idea of individual roles within the Association. This month features Ann-Marie Hudson, our inaugural Training Manager.

Background
Immediately prior to working with ACS, Ann-Marie worked with the Adelaide Catholic Church as Child Protection Policy Officer for three years, and before that was involved in a range of community-based organisations (coordinating an RTO which provided child care training, training and client support in the disability services sector, and adult education). Her qualifications are in special education and biochemistry (she doesn’t have a lot of call for that these days!).

Current role
Ann-Marie has been with ACS for nearly two years, initially as the inaugural Policy/Research Officer and since mid-April as the Training Manager. In this role she aims to expand the training program offered to members, based on needs identified by members.

Other interests
Outside of work Ann-Marie spends her time transporting her two sons aged 12 and 15 to their various activities, reading, and walking on the beach (when she gets time).

One-off grant to St John Ambulance for carer training

The Minister for Ageing, Mrs Justine Elliot has announced the Federal Government will provide a one-off $114,000 grant to the St John Ambulance to help provide courses for carers in practical life saving first aid.

This could train up to 2,000 carers a year - during the pilot. The grant will help fund the design and delivery of a specific first aid course for carers by offering flexible practical and online components.

The funding for St John Ambulance is part of the National Respite for Carers Program, which is providing $194 million in 2008-09.

International Aged Care Scholarship

Kell and Rigby and St George Corporate & Business Bank are offering a $20,000 International Aged Care Scholarship for a senior manager in an Australian aged care organisation.

The scholarship provides the opportunity to travel overseas in 2009–10 to explore and learn about the latest trends and innovations in the provision of aged care services to older persons.

Applications close on 12 June 2009, and all applicants will be advised of success or otherwise by 31 July. The successful applicant will be awarded the scholarship at the Kell and Rigby Building Conference on 7 August 2009 and will be required to give a short presentation.

Working with the new Community Services Training Package CHC08

The SA Health and Community Services Skills Board is holding a general information session regarding the range of community services under the new Community Services Training package CHC08. It is being held on 30 June, 9.00 am –12.00 pm at Balyana Conference Centre.

If there is a need for an aged care-specific session regarding the training package, ACS will discuss future sector needs with the Skills Board.

Self-Test Bowel Cancer Kits – Important Notice for Users

The Department of Health and Ageing is contacting participants in the National Bowel Cancer Screening Program to invite people to re-take the test, after quality issues were identified during an investigation of the test kits.

The kits were provided as part of the National Bowel Cancer Screening program to screen all 50, 55 and 65-year-olds. The level of positive results in tests performed since 1 December 2008 is lower than expected –108,000 people have undertaken tests and returned a negative result so will be asked to repeat the test with a new kit. The Department will write to all 475,000 people who have received the test kits since 1 December 2008, although many have not yet used the test and returned it for assessment.

People who have used the screening kit and have received a positive result are not affected. Anyone with a positive result should, if they have not already done so, see their doctor to arrange further investigation.

Request for tender: Research and analysis services in relation to aged care Informatics for the implementation of ehealth activities

Background
The Aged Care eConnect Section is responsible for stimulating the take-up and use of Information Technology across the aged care sector to improve clinical, business and industry outcomes. The section also represents aged care sector needs in the broader development and implementation of eHealth activities. The aim of this work is to improve the efficiency and sustainability of the aged care sector and to ensure the delivery of high quality care.

Context
The successful organisation will be required to draw from an existing network of stakeholders involved in emerging technologies in aged care and aged care informatics.

Objectives
The objective of this contract is to enable access to timely advice that will assist in the development and implementation of projects that are aimed at encouraging and supporting the use of technology in the provision of aged care services.

Community Services and Health Industry Skills Councils National Accolades for Excellence 2009

The Community Services and Health Industry Skills Councils has announced the National Accolades for Excellence 2009 initiative, developed to recognise outstanding achievement by organisations contributing to the workforce development of the community services and health industries.

The CS&H ISC recognises the key role that Registered Training Organisations (RTOs) play in the development of quality service delivery and the CS&H ISC National Accolades for Excellence are a way of celebrating the achievements and providing much-deserved recognition of these organisations.

The CS&H ISC has developed a number of categories for which RTOs are eligible:

  • Organisations that have demonstrated outstanding achievement in developing partnerships and excellence in the delivery of skills and capability growth and
  • Organisations that have demonstrated outstanding achievement in excellence in the delivery of skills and capability growth to address remote and rural Australia workforce development needs.

Federal Government 2009 Proposed changes to private health insurance

As you may be aware, as part of their 2009 Budget, the Federal Government announced some proposed changes to current rebate arrangements for people holding private health insurance. It is important to understand that the these are only proposed changes at this stage. No changes will take effect until they are passed in the Senate. The date of when this will be raised in the Senate is still to be confirmed.

Vaccinate against seasonal influenza

Please click here for a letter from the Department of Health and Ageing encouraging all Directors of Nursing and Care Managers of aged care homes to ensure vaccination against seasonal influenza is available to all residents and staff who wish to receive it. The letter also provides information and resources to support vaccination programs.

Free advisory services re ACFI

KPMG has been engaged by the Department of Health and Ageing to provide free advisory services to assist residential aged care providers in the transition from the Resident Classification Scale (RCS) to the Aged Care Funding Instrument (ACFI).

Day Therapy Centres

The Department of Health and Ageing will be contacting Day Therapy Centres over the next month to offer a two-year funding agreement to existing services. These agreements would expire on 30 June 2011.

 
Community Partners Program - DoHA  - closing date extended                            

The Australian Government Department of Health and Ageing invites eligible organisations representing or working in partnerships with culturally and linguistically diverse communities (people from non-English speaking backgrounds) to undertake projects under the Community Partners Program (CPP) projects.

To be eligible to apply, applicants need to satisfy the following criteria:

  • The communities to be assisted are culturally and linguistically diverse with significant aged care needs; and the applicant is a corporation as defined in the Aged Care Act 1997 (CTH).

  • The core objective of projects funded under the Community Partners Program (CPP) is to promote and facilitate increased and sustained access by culturally and linguistically diverse communities with significant aged care needs to aged care information and services.

An extension of the closing date has been granted to all States and Territories and the new closing date is 2.00pm Thursday 28 May 2009.  All other application requirements are not affected under Grant ITA 269/0809.  

Any applicant who has already submitted an application is able to withdraw it and re-submit a new application by 2.00pm Thursday 28 May 2009.

HACC MDS Annual Bulletin 07/08

The seventh edition of the Home and Community Care Minimum Data Set (HACC MDS) Annual Bulletin is a compilation of statistics describing HACC services provided in 2007-08.

As at 30 June 2008, there were approximately 3,300 active agencies registered in the HACC MDS Agency Register. During 2007-08, an average of 91% of registered agencies reported data for each quarter. The statistics reported in the Bulletin are derived from data provided by those agencies, and are not adjusted to account for non-reporting agencies.

Economic Stimulus Package

ACS recently spoke with Andrew Lambert from the Department of Families and Communities to check on Economic Stimulus Package announcements and updates. Relevant information for members:

  • The South Australian Preferred Growth Provider notification will be 1 June 2009. Assessments have been made, but Andrew couldn’t comment on the number of organisations which were currently ‘up for approval’.
  • For o rganisations who have applied for Housing Allocations that will be funded by the Nation Building (Stimulus) Plan, the notification date is yet to be advised.

 

 

Attention all housing providers: ACSA Survey of Independent Living Units - closes Friday 22 May

Do you provide housing for people on low incomes or with few assets? ACSA is conducting a survey on the provision of Independent Living Units that attract Commonwealth Rental Assistance, i.e. where the ingoing contribution is less than $124,500. These housing units, sometimes known rentals, are generally located in retirement villages but others may be found dotted throughout the community.

ILUs were built primarily by not-for-profit providers from the 1950s to the mid 1980s with funding from the Commonwealth. Some have been renovated and ‘made new’ on a regular basis across that time span; others have fallen below current community housing standards. According to AHURI research in 2002, there are over 34,000 such units Australia-wide, comprising around 27% of all aged care housing, a not inconsiderable proportion.

The aim of the survey is to find whether the industry has lost any of these ILUs since the 2002 survey, whether providers have upgraded them or plan to, how much this would cost, and who calls them home.

ACSA will use this information for lobbying and to prepare a submission to Government.

Dementia workshops by international speakers in Darwin and Alice Springs

The SA & NT Dementia Training Study Centre (SA & NT DTSC) invites you to attend Dementia Workshops to be presented by two international guest speakers, in Darwin and Alice Springs.

 

  1. On Tuesday 9 June, Professor Richard Schulz will present a workshop on “Caregiving – the health effects and interventions” in Alice Springs
  2. On Wednesday 10 June, Professor Richard Schulz will present a workshop on “Caregiving - the health effects, interventions and suffering” in Darwin
  3. On Thursday 11 June, Dr Helen Donovan will present a workshop on “Cognitive Stimulation Therapy (CST) for Dementia” in Darwin.

 

Please note that registrations are essential and can only be accepted on the flyer/registration forms.

These workshops are recommended for health professionals from a variety of disciplines including nurses, physios, occupational therapists, and social workers; and students undertaking studies in health disciplines.

Community Services and Health Industry Skills Council  Environmental Scan 2009

The recently released 2009 Environmental Scan captures industry intelligence on skills supply and demand, workforce development priorities, analysis of implementation of current Training Packages and recommendations for changes to the Community Services and Health Training Packages through the Continuous Improvement Plan.

The Environmental Scan 2009 identifies focus areas for skill growth through implementation and extension of the Training Packages, including higher level competency standards, better articulation of skills across all levels and an improved interface between the vocational education and training (VET) and higher education sectors.

 

 

 
Access Economics report commissioned by Alzheimer’s Australia

Making Choices – Future Dementia Care: Projections, Problems and Preferences, reports on the economic impact of dementia and its potential workforce impacts. It also draws together surveys of carer preferences and suggests new strategies and recommendations to address the looming challenges identified in the supply of dementia care services in this country.

World Elder Abuse Awareness Day Conference 2009

“There’s no excuse for abuse”

The Aged Rights Advocacy Service has organised its fourth annual event for World Elder Abuse Awareness Day. The event will provide a unique opportunity to hear from a range of experts to raise awareness about abuse issues and the challenges we face if we are to ensure the rights of all older Australian citizens are upheld and respected.

This day will be of interest to residential and community care service providers.

Two dementia workshops by international guest speakers

SA & NT Dementia Training Study Centre (SA & NT DTSC) invites you to attend two Dementia Workshops to be presented by two international guest speakers, on Tuesday 2 June 2009 at the Adelaide Convention Centre.

  1. Professor Dawn Brooker will present a workshop on the “Enriched Opportunities Program” – a whole systems approach for intervention to improve wellbeing and occupation for persons with dementia from 9:30 am to 12:30 pm
  2. Dr Helen Donovan will present a workshop on “Cognitive Stimulation Therapy (CST) for Dementia” – a brief introduction for clinical staff interested in running CST groups for people with dementia, including background of CST research and development, content of the group programme, role-playing of some of the exercises, and discussion of the pragmatic and clinical issues that can arise when implementing the group programme from 1:30–4:30 pm

Registrations are essential and can only be accepted on the flyer/registration form.

These workshops are recommended for health professionals from a variety of disciplines including nurses, physios, occupational therapists, and social workers; and students undertaking studies in health disciplines.

There is no cost to participants. This course is funded by the Australian Government as part of the Dementia Training Study Centres for Health Professionals Project.

Do you have an Employee Assistance Program?

As part of our ongoing commitment to strengthen services and opportunities for Members, ACS SA&NT is pleased to be able to provide members with access to an Employee Assistance Program (EAP). ACS SA&NT has entered into an agreement with Access OCAR Workplace Consulting to provide an EAP to members at a substantially reduced rate. (Payment is made on a quartlery basis)

An EAP is a confidential counselling service designed to offer an effective means of assisting employees with problems that may eventually affect job performance and personal well-being. Employees have access to qualified counsellors who are located outside of their workplace and are trained to help people identify and resolve their problems. It has been advised that the Unions are in favour of EAP in businesses and often quality and standards accreditation also favour EA programs.

Access OCAR Workplace Consulting will provide the services of the EAP to members who join this service.

Industrial Advice Service

Since 1 July 2006 EMA Consulting has been providing ACS Members with Industrial Relations Assistance. EMA consultants are highly qualified, trained, experienced and are contemporary leaders in their profession. As an ACS Member, you have access to EMA for the following services:

  • Unlimited access to discuss any Industrial Relations topic
  • Deal with IR Consultants
  • No charge per call ~ generally limited to 15 minutes per issue. If it does take longer than this, it generally means the issue is complex and you need to get specific advice.

Consultant Service

EMA will provide consulting services for all ACS Members at a discounted hourly rate of $175 per hour, which is a saving of $50 per hour. This includes access to a full range of user pays services such as AWAs, training, workers compensation, disputes and collective agreements.
