Matters arising from ACS Board

The ACS Board requested that the following issues be brought to the attention of ACS members:

1. The recent changes to the Workers’ Compensation legislation (Workers Rehabilitation and Compensation (Scheme Review) Amendment Bill 2008) include a significant number of changes which will affect self-insured organisations. Organisations need to be aware of the impact of these changes and consider any necessary amendments to policy and procedures.

2. Some residential facilities are finding it difficult to obtain mental health services for their residents – the Board is interested in ACS members’ feedback regarding this. If you are experiencing any issues, please email your comments to Ann-Marie Hudson, who will collate and provide them to the Board.



Reminder: October Deadline for Food Safety Programs for Food Service to Vulnerable Persons

The new standard 3.3.1 – Food Safety Programs for Food Service to Vulnerable Persons was gazetted on 5 October 2006.  The industry was given a two-year transition period to comply.

In South Australia the Department of Health are encouraging all organisations covered by this standard to implement their Food Safety Programs if they haven’t already done so. The Department anticipates organisations will be audited by October 2008.

National Rental Affordability Scheme (NRAS) – National Mandatory Requirements and Weighted Criteria

The new National Rental Affordability Scheme will offer investors incentives to build affordable homes for rent at 20% below market rents. Applications will need to meet mandatory eligibility requirements to be allocated incentives and to remain eligible to receive them. These requirements will be set out in legislation and apply to the Scheme for each year of its operation.

The five mandatory requirements are as follows:

  1. dwellings will be rented to ‘eligible tenants’
  2. dwellings will be rented for a period of 10 years
  3. dwellings will be rented at a rate that is a least 20 per cent below the market rate
  4. dwellings must either:
    1. not have been previously occupied; or
    2. not have been previously zoned for residential purposes; or
    3. have been made fit for occupancy where otherwise the dwelling was ‘recognised’ as being uninhabitable; or
    4. have been subdivided to produce more dwellings than were previously available on the identified block and section
  5. dwellings will comply with State, Territory and local government, planning building codes and requirements.
