Greens aged care paper

The Greens are releasing a discussion paper on aged care on Friday; it is already available on their website. ACSA have provided comments on an earlier draft and will respond further.

The Greens are keen to get comments on it from aged care providers - we encourage members to respond to the discussion paper via the link above.

 

Henry Review of the Australian taxation system – how it will affect aged care

The Federal Government has released the results of the Henry Review of the Australian taxation system. A section of the review refers to aged care – F7 of Final report Part 2 detailed analysis Vol 2, page 629. Please click here to access a copy of the report. ACSA has issued a special edition of the National Report giving an overview of how the Henry Tax Review and the Government’s response will affect the sector.

 

Attention Housing Providers – consultation session Tuesday 18 May

The Minister for Housing – the Hon Tanya Plibersek MP has launched a discussion paper titled “Regulation and Growth of the Not-for-Profit Housing Sector”.

Access to the discussion paper, registration hotline for the public consultations, and web links to the submission site are available here.

The Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) are hosting a public consultation session in Adelaide – details below.

Consumer Directed Care in Australian government funded community aged care

The Australian Government is funding Consumer Directed Care (CDC) in Australian Government community aged care programs. Under the initiative, the Government will fund selected community aged care providers to deliver innovative service models, which will provide care recipients and their carers with greater control over the design and delivery of the care and services they receive.

The initiative will be delivered in two components, one focusing on CDC in packaged care, and the second focusing on CDC approaches to respite.

A total of 500 (non-ongoing) CDC flexible care places will be allocated through the Innovative Pool Program for delivering consumer directed care in Australian Government packaged care programs. These places will broadly align with existing Community Aged Care Packages, Extended Aged Care at Home packages, and Extended Aged Care at Home Dementia packages, and importantly will require Approved Providers to offer clients control over how their CDC budget is expended.

Existing Commonwealth Respite and Carelink Centres are invited to apply for funding for CDC places under the National Respite for Carers Program. A total of 200 CDC respite places will also be made available.

Invitations to apply are open now and will be advertised in major metropolitan and regional newspapers nationally.

ACSA Consumer Directed Care Position Paper 2010

The Aged & Community Services SA & NT Consumer Directed Care Position Paper was produced by the ACS Community Care Committee and endorsed by the ACS Board in October 2009. The paper was then offered to the ACSA federation for adoption nationally. The guiding principles in the ACS paper were accepted (with minor amendments) by the ACSA Board and ACSA has just released the national position paper outlining guiding principles for a broader adoption of consumer directed care.

Indigenous Remote Service Delivery (IRSD) Traineeships for Aboriginal and Torres Strait Islander Aged & Primary Care Services

The IRSD traineeships will provide funding to Aboriginal and Torres Strait Islander aged care and primary health care services in remote locations to employ Indigenous people as trainees in business administration. The Department of Health and Ageing will also arrange for the delivery of fully funded culturally appropriate and targeted training to suit the business and administration needs of aged and primary health care services.

ACS Constitution changes approved

The Special General Meeting approved the changes to the Constitution concerning the Board Structure and changes to regional representation. There will be a transition to the new structure and regional representation between now and the next AGM. Minutes are available for further information.

 

ACS Committee Nominations 2010

ACS is now seeking nominations from interested individuals who are keen to contribute to the committee structure by providing their knowledge, skills and expertise to the five committees:

Committee members will be selected based on the individual’s knowledge, expertise and skills relevant to the particular committee, rather than being selected as a representative of a particular organisation. Individuals nominating for committee positions must be an employee of an organisation which is a member of ACS SA & NT.

Appointments to the committees will commence on 1st July 2010 and will generally be for a three-year term, with the exception of committees which have additional vacancies replacing members who have resigned mid-term.

The Terms of Reference (ToR) should be read in conjunction with the Explanatory Memorandum, which provides general information relevant to all Committees.

The Nomination Process

Nominations must be submitted by close of business Friday 4 June 2010. Please forward your completed nomination to Aged & Community Services SA & NT Inc, 246 Glen Osmond Road, Fullarton 5063 or email.

Australian Nursing and Midwifery Council

The Australian Health Workforce Ministerial Council (the AHWMC) has appointed a restructured Australian Nursing and Midwifery Council (ANMC) to exercise accreditation functions under the national scheme for the nursing and midwifery professions. The appointment is for a period of 3 years from 1 July 2010, in line with assignments previously made for the other nine health professions in the national scheme.

 

Mature Workers Matter Project

ACS has secured funding from Employers Mutual Ltd to explore the issues and challenges impacting the broader occupational health, safety and welfare of mature workers in the aged and community care sector.

The project will produce information, workforce tools and practical strategies which support mature workers, reduce the incidence of workplace injuries and improve return to work outcomes. A checklist will be developed for organisations to help them evaluate their existing policies and strategies for mature workers.

Industry ‘Champions’ will be invited from each region to receive additional one-to-one support to make their workplace ‘mature-age-friendly’.

ACS will be inviting applications for a Mature Workers Matter Project Officer shortly. For more information contact Carol Mohan, telephone 8338 7111.

 

Respecting Patient Choices® Program for Community Health Services

The Advance Care Planning Program, Respecting Patient Choices® (RPC) will be rolling out across CNAHS region in 2010 in line with the SA Health Care Plan 2007-2016 commitment to including advance care planning as part of the strategy to provide appropriate health care to an aging population (p.14).  Advance care planning enables patient-centred care at the end of life, improving patient, family and staff satisfaction.  RPC provides a framework for helping people with advance care planning as part of routine care through out the community and acute continuum of care.

The aim of this roll out is to incorporate RPC within all health and community service agencies, so that staff and the community are familiar with and able to access the program.

Facilitator training sessions are being held regularly at major hospitals after completion of six e-learning modules. Click here for more information about the Respecting Patient Choices program.
